Request for Proposal

Municipal Planning & Consultation Services

South Ogden City

South Ogden City seeks qualified proposals for Municipal Planning and Consulting services.  Successful firm/individual (“Contractor”) will be responsible to assist the South Ogden in administering all day-to-day planning needs related to applying the city’s land use ordinances and regulations. Contractor will work under the direction of the City Manager and will work closely with the South Ogden Planning Commission and, when appropriate, the City Council. Contractor will provide training, direction, and recommendations to the city’s appointed and elected officials as the Contractor works to carry out the city’s land use goals and objectives. Contractor will be responsible for overseeing the processing of conditional use permits, requests for zoning changes, variances, general plan amendments, etc. Contractor should have experience in redevelopment, be a member of good standing with AICP, and able to devote approximately 10-20 hours per week to fulfill this contract. South Ogden City may invite some or all bidders to interview and/or make a presentation. 

 

General Background

Located in Weber County on Highway 89, South Ogden is part of the Ogden-Clearfield, Utah Metropolitan Area. South Ogden City is conveniently located near Hill Air Force Base and Weber State University, as well as many attractions including Eccels Dinosaur Park, Perry’s Egyptian Theater, and Historic Union Station.

Often referred to as the “City of Homes,” South Ogden City boasts a comfortable balance of residential areas and business districts. South Ogden is largely built out with only about five percent of its properties available for new growth. With such a small percentage of developable land, land use issues will continue to focus more upon redevelopment. South Ogden City still has sizable parcels available for commercial, office, and residential development. Current development is primarily occurring in the southern end of the community, a commercial district highlighted by shopping centers, strip malls, and office complexes.

South Ogden City has a population of 16,500. The City has 6,747 housing units, 67 percent of which were built prior to 1980. While South Ogden City is committed to maintaining the current housing stock the City has provided for a diversity of housing types with zoning ordinances that allow for cluster housing and planned unit developments in every zone. 

Proposal Content

Each consultant responding to this Request for Proposal should submit in ten (10) pages or less the following through BidSync:

  • A letter of transmittal and qualifications, and supplemental information to demonstrated the firm/individual’s experience and skills in municipal planning.
  • Resume of the individual(s) who would be performing the actual consulting services.
  • Three (3) clients for which similar services has been or is currently being provided.
  • Hourly Billing Rates.
  • Proof of general liability insurance coverage of no less than $2,000,000 with a minimum $1,000,000 per occurrence coverage and the ability to provide certificates of insurance at no additional cost to the City.

 

Proposals will be reviewed on the basis of past relevant experience, firm/individual qualifications, firm/individual hourly billing rates, and other indicators of the firm/individual’s ability to complete the services in a professional, competent, and timely manner. The firm/individuals determined to be most advantageous to South Ogden City, based solely on the city’s discretion and judgment, may be invited to make presentations of their proposals in person prior to award of a contract.

South Ogden City reserves the right to be the sole judge of the overall acceptability of any firm/individual, to judge the merits of information presented in the submittals, and to reject any or all proposals. Although hourly billing rates will be a factor in reviewing the proposals, it will not be the sole or primary factor.

The selected firm/individual will be required to enter into a consulting contract with the City’s standard terms and conditions. It is anticipated that the term of this contract will be for three (3) years with the possibility for two (2), three (3) year extensions.

It is anticipated that these services will begin immediately upon award and execution of a contract.
