Annexation Policy Plan Information
The following is information concerning the proposed amendment to South Ogden City's Annexation Policy Plan; hopefully it will answer some questions and alleviate some concerns you might have.
First, South Ogden City is not trying to annex your property into our city. Annexation must be initiated by property owners, i.e. you would have to petition the city to be annexed because you had a desire to do so. The proposed Annexation Policy Plan would simply allow you to do so if you wished, as the state requires that an area be designated in its Annexation Policy Plan before a city can consider any petitions from property owners to annex. The Annexation Policy Plan simply opens the door to anyone in your area who wishes to petition for annexation to South Ogden City.
Second, the meeting scheduled for Thursday, March 12, 2015 will give “affected entities” the opportunity to comment on the proposed plan. State code defines who “affected entities” are and includes neighboring cities and service districts. Hence, notices for the March 12 meeting were sent to “affected entities,” one of which was Uintah Highlands Water and Sewer Improvement District (UHWSID). If a representative from UHWSID would like to comment at the meeting, they will be welcome to do so; however, comment will not be open to the general public at this meeting. It was UHWSID’s choice to forward the notice sent to them to their customers, and we apologize for any confusion it may have caused.
Third, the general public will be allowed to comment at the April 9, 2015 South Ogden City Planning Commission Meeting during the public hearing concerning the Annexation Policy Plan. However, individual notices will not be sent out by mail to property owners within the proposed area concerning the public hearing, rather the notice will be published in the Standard Examiner as well as posted on South Ogden’s website at www.southogdencity.com . If you are interested in attending the public hearing on April 9, please check our website at the end of March for the notice of the public hearing. The notice will be on the homepage on the right hand side of the screen under “Upcoming Public Meetings”.
Please read section 3 of the South Ogden City Annexation Policy Plan to learn more about the process of adopting the plan. However, if you have further questions, feel free to call or email.
